IRS Resolutions: Five Programs, One Right Answer. We Find Yours.

You’ve probably heard about “settling your tax debt for pennies on the dollar.” That’s one program — and it’s the hardest to qualify for. There are four others that may work better for your situation. Your Lifeline consultant determines which one fits you specifically — then builds the resolution around your life.

IRS resolution programs — your consultant finds the one that fits your situation

3,500+

Clients helped — each with a resolution built around their life, not a template

Tax debts are NOT settled by negotiation

There’s no haggling. Your resolution is a calculation based on your income, expenses, assets, and the age of your debt. Our job is to present your financial picture in the strongest possible way.

The Offer in Compromise is oversold by the industry

TV ads make the OIC sound like everyone’s answer. The IRS accepts less than 1% of applications. Lifeline will tell you honestly if you qualify — and show you stronger options if you don’t.

Your resolution is specific to you — not a template

Which program applies to you depends on your income, expenses, assets, and the age of your debt. The right answer looks different for every client. That’s why the consultation matters.

What most people believe vs. what’s actually true

We aren't saying it isn't true, but the OIC isn't as common as the ads make it sound...

Every TV commercial and late-night radio ad makes it sound the same: “The IRS settled a $50,000 debt for just $500!” What they don’t tell you is that the Offer in Compromise — the program that makes that possible — is very hard to qualify for and requires financial circumstances most people don’t have.

Lifeline’s job is to present your financial picture in the most favorable possible way — and to find every legitimate dollar of relief you’re entitled to. We’ll also tell you the negative side to the Offer in Compromise. It’s not for everyone, even if you qualify. We want you to know the full facts before you make a decision.

What the ads say vs. what’s true

What ads claim

“We negotiate to settle your debt”

Implies a back-and-forth where our skill at arguing gets you a better number. This is not how the IRS works. The IRS has laws rules and regulations they must abide by. There is no negotiation when the law is on your side.

What actually happens

“We calculate what you can afford”

Your resolution is a math problem. Income minus allowable expenses equals what you can pay. We optimize every variable in your favor.

The IRS tax code contains one sentence that governs everything: “The IRS’s ability to collect vs. the taxpayer’s ability to pay.” That’s the entire framework. You can’t squeeze blood from a turnip — and the IRS knows it.

All five IRS resolution programs — explained honestly

Here's what each program actually does — and who it's actually for

Your consultant determines which of these applies to your situation in your free consultation. No guessing. No templates.

Privacy Protection Plan

Privacy-Based
How it works

Pay over 72 months

The IRS never sees what you can actually afford. Your payment is set — not based on your finances.

Key benefit

Complete financial privacy

No financial disclosure required. You decide how to spend your money. The IRS never knows what’s left over.

Qualifies for

Debts under $100,000

If debt drops below $25k, lien can be removed within 90 days. Prevents new liens from being filed.

Best for: Clients who can afford a monthly payment and want to protect their privacy, assets, and credit

Partial Pay Installment Agreement

Budget-based

How it works

Pay only what your budget allows

If your budget says $150/month, that’s what you pay — even on a $100,000 debt. The payment amount is set by your finances, not your debt.

Key benefit

Light at the end of the tunnel

The number of payments is negotiated. When you’ve made the agreed payments, the remaining debt is wiped. Done.

Qualifies for

Any debt amount

Particularly strong for higher debts and older debts. The older the debt, the shorter the payment term.

Best for: Clients whose income doesn’t support full repayment — you pay what you can, the rest is forgiven

Currently Non-Collectible

Hardship program

How it works

$0 monthly payment

The IRS places your account in hardship status. No payments required. Your assets are protected.

Key benefit

Complete payment relief

If your financial situation improves, the IRS may revisit — but only if you give them a reason to. File on time, stay compliant, and most clients stay in CNC status.

Qualifies for

Any debt amount

Particularly strong for higher debts and older debts. The older the debt, the shorter the payment term.

Best for: Clients with fixed or limited income, high necessary expenses, or documented hardship — like our retired couple case

4. Offer in Compromise (OIC)

Powerful when you qualify

How it works

Settle for less than you owe

A one-time lump sum or 24-month payment plan for less than your full balance. When the math works in your favor, this is one of the most powerful resolutions available.

Who qualifies

Low income, limited assets, older debt

Eligibility is calculated — not guessed. Your consultant runs the numbers in your free consultation and tells you honestly if this is the right path for your situation.

If you don’t qualify

There are four other great options

The OIC is one of five programs. Clients who don’t qualify often have an even stronger case for a Partial Pay Agreement or Currently Non-Collectible — which can also result in paying far less than owed.

Best for: Clients with very low income, no significant assets, and debt where the settlement calculation works in their favor — your consultant calculates this specifically for you

Penalty Abatement

Applied to every case

How it works

Remove penalties — not just reduce them

The IRS allows penalty removal for First Time Abatement (no penalties in prior 3 years) or Reasonable Cause (illness, disaster, circumstances beyond control).

Who qualifies

Reduces the debt before any plan begins

A $40,000 debt may be $30,000 in actual taxes and $10,000 in penalties. Remove the penalties and your payment plan becomes significantly more manageable.

Important note

Interest cannot be removed

Penalties can be abated. Interest on the principal cannot — but interest on removed penalties goes away with them. Every reduction helps.

Best for: Every client — Lifeline reviews every case for penalty abatement eligibility before any resolution is finalized

You’re not alone in this

Which program applies to you depends on three things

Your consultant reviews all three in your free consultation and tells you specifically — not generally — which program fits your situation and what your payment would look like.

1. What is your Monthly Disposable Income (MDI)?
2. What assets do you have?
3. How old is your debt?

Our process

How Lifeline builds your resolution — from consultation to closed case

Every resolution Lifeline delivers follows the same structured process. No guessing. No templates. No surprises.

1
Free consultation
We calculate your resolution before you commit

Your consultant reviews your income, expenses, assets, and debt age — and tells you specifically which program you qualify for and what your payment would look like. Before you sign anything.

2
Financial review
We build the strongest possible case

Your Enrolled Agent reviews every allowable expense, every hardship factor, every credit you’re entitled to. Our job is to minimize what you pay — legally and completely.

3
Penalty abatement
We reduce the debt before the plan begins

Before any resolution is submitted, we review for First Time Abatement and Reasonable Cause. Removing penalties first means a lower balance and a lower payment from day one.

4
IRS negotiation
We go to management, not frontline collectors

Frontline IRS collectors cannot approve resolutions. Lifeline goes directly to IRS management — the people authorized to approve installment agreements, hardship exceptions, and levy releases.

Common questions about IRS resolutions

Can the IRS really be "settled" for less than I owe?

Yes — but not the way TV ads make it sound. The Offer in Compromise allows a lump-sum settlement, but the IRS accepts fewer than 1% of applications. The amount they’ll accept is calculated using a formula based on your income, expenses, and assets — not haggled. Lifeline calculates your eligibility before filing anything. If the math doesn’t work, we’ll tell you — and show you a better option.

What's the difference between a "payment plan" and what Lifeline does?

A standard IRS payment plan gives the IRS full control — they set the amount based on what you owe, not what you can afford. Lifeline negotiates resolutions that protect your financial privacy, limit the IRS’s access to your finances, and in many cases result in paying significantly less than the full balance — or nothing at all. That’s the difference between a payment plan and a resolution.

What if my financial situation changes after a resolution is in place?

It depends on your resolution type. The Privacy Protection Plan is fixed — the IRS agreed to terms and can’t revisit them as long as you make payments. Under Currently Non-Collectible, the IRS does reserve the right to review your situation periodically — but in practice, as long as you file your taxes annually and don’t owe again, most CNC clients are never reviewed. Lifeline stands by our clients. If your situation changes, call us.

How long does it take to resolve an IRS debt?

It varies significantly by resolution type. A Privacy Protection Plan can be established in weeks. An Offer in Compromise takes 6–18 months. Currently Non-Collectible status can move quickly with the right documentation. Lifeline’s Resolution Roadmap walks you through every milestone — so you always know exactly where your case stands and what comes next.

Do I have to pay all the penalties and interest on top of what I owe?

Not necessarily. Lifeline reviews every case for penalty abatement — the process of removing IRS penalties before any resolution is finalized. Under First Time Abatement, if you have a clean compliance history for the prior 3 years, many penalties can be removed entirely. Under Reasonable Cause, penalties can be reduced if you had circumstances beyond your control. Interest on the principal cannot be removed — but interest on removed penalties disappears with them.

Find out which resolution is right for you — specifically.

Not a template. Not a guess. Your free consultation gives you the exact program, the exact payment, and the exact timeline — built around your financial picture — before you commit to anything.
